On The Equilibrium-development Between The Fairness And The Efficiency In The State-owned Enterprise Reform

The relation between the efficiency and the fairness always are the major issue that is unable to avoid in the economic research area and social practice domain. Along with our country economic restructuring, particular the further development of the state-owned enterprise and the suddenly reforming of social structure, each kind of questions which initiated by social unfair highlights day by day, which has already seriously hindered the normal work of our country market economy order, and becomes one of the important risk factors that influence the state-owned enterprise efficiency enhancement and social stability development.In the process of the state-owned enterprise reform, there is a dependence relation between the efficiency and the fairness. Therefore judging the result of the state-owned enterprise reform should be appraised by two factors: the efficiency and the fairness. Only enhancing the efficiency and realizing the fairness, then the reform can satisfy the people highly. However speaking of the present situation, the state-owned enterprise's efficiency compared with other system of ownership enterprises has not appeared the growth superiority conformed to its status. At the same time the fairness principle also encounters tramples and twists in the reform process, in other words we have sacrificed the fairness but we didn't get the efficiency enhanced., or the efficiency have been sacrificed but the fairness was not realized, thus it appeared that the efficiency and the fairness were both lost. Therefore the state-owned enterprise reform should be the efficiency and the fairness's equilibrium-development, namely we should get the efficiency's growth realized with insisting the fairness, and the reform achievement can be share fairly, the efficiency-fairness tune alignment is caused moving right, thus we can realize the double- win of the efficiency and the fairness. That conforms to the view of The Party's 16 session of Third Session, which is "Persists humanist, sets up comprehensive, coordinated and sustainable view of development". Only following scientific view of development, the efficiency and the fairness can coordinate and accommodate day by day, and it is possible to construct the socialism harmonious society.The article is composed of three parts. Clarifying the connotation about the fairness and the efficiency, the first part analyzed the relations between the fairnessand the efficiency, which affect and restrict mutually, and made the theoretical analysis of the equilibrium between the efficiency and the fairness. The second part mainly analyzed the equilibrium-development conditions between the efficiency and the fairness in the state-owned enterprise reform process. It discussed specifically the appearance and the reason that the efficiency is not high and the fairness lacks in the state-owned enterprise. At the end of this part it proposed the economic restructuring reform especially the state-owned enterprise reform should be the equilibrium-development of the efficiency and the fairness. The third part emphasized the realistic background about solving the fairness and the efficiency properly in the state-owned enterprise reform process, and proposed the suggestion how to make the equilibrium-development between the fairness and the efficiency.
