On The Property Relations Reform Of Urban Water Supply Enterprises Taking DRSC As An Example

Starting from the end of the twentieth century, China has continuously put various open policies into practice in public utilities such as water supply industry in cities and towns in order to expedite proceedings of marketization and industrialization. Meanwhile, the domestic and international capital has also been wantonly poured into China's water industry. The state-owned urban supply water enterprises are confronted with numerous predicaments of inactive mechanism, integration of government administration with enterprises, dispersion of enterprises, low economic benefit and static development. Therefore, the reform of self property relations, establishment of modern property relations and integration with external united market are the inevitable options for the state-owned urban water supply enterprises in present China.Dongkou Running Water Company (DRSC) was founded in 1982, which is a state-owned urban water supply enterprise engaged in tap water production and supply. At present, confronted with the reform of property relations required by the government and under the pressure of property relations reform of the market, DRSC is reforming the property relations to construct the multiplex structure of property right for the sustainable development of Dongkou water undertaking.This paper regards DRSC as a case, through studying systematically problems such as the necessity, mode, implementing scheme, the benefit and risk of urban water supply enterprises' property relations reform, Thus it will offer certain guidance for the property relations reforming of water supply enterprises in the whole cities and towns. This paper carries on a comparative analysis on water supply enterprises' property relations reform mode home and abroad, and thinks that the multiplex reform of property right is an effective method for urban supply water enterprises' property relations reform and it can effectively solve the problems perplexing urban supply water enterprises such as the fund shortage, the inefficiency and so on. Through analyzing the benefit and risk after property relations reform of DWSC, this paper thus draws the conclusion that the multiplex reform of property right is all "multi-win" for government, the public, investors, enterprises and enterprise workers. Certainly, the multiplex reform of property right of urban supply water enterprise has been just rising, the supplementary measures of various fields still remain to improve, so thispaper has put forward the policy recommendations from such respects as management system, competition mechanism, water price reform, legal policy, etc..
