Research On The Risk Of Power Grid Enterprises Property-multiplication Reform

Power grid enterprises is a typical network and natural monopoly industries with publicity and community. It relates to national security, social stability, economic development , with nonprofit and for-profit dual nature. China power grid enterprises (object of this study is the National Grid and Southern Power Grid two national grid company), total assets is large, however, profitability is weak, capital is inadequate and lack of power grid construction funds, the corporate governance structure is unsound. The existence of these problems require power grid enterprises property-multiplication reform.This thesis bases on relative theory, analysis the system of property rights and the status question of the power grid enterprises, from internal requirements and other monopolistic industries and foreign trade, experience, demonstrated that the power grid enterprise property-multiplication reform of the practical needs and conditions; provide the three mode and achieve path of power grid enterprise property rights reform ;research on the source of risk-assessment and risk have-risk control in power grid enterprise property rights reform; analysis of risk source of power grid enterprise property rights reform : capital markets, investment, enterprise itself and the public sector; discuss the contradictions between capital with the goal of maximizing and the return on network nonprofit, investors involved in business operations and unified power grid scheduling conflicts, the contradictions between more investors and monopoly, contradictions between staff and the social security system, the existence of these four problems is the risk arising reality mechanism of power grid enterprise property rights system reform. Assessment the risk of power grid enterprise property rights reform, such as public safety risk, scheduling operation risks, financing risk , the loss of state assets risk, according to all sorts of risks in process of enterprise property system reform. I think that the control of risks should adhere the three fundamental principles; that is robust and thorough balance, overall and facilities planning, implementing in phases; on this basis, this paper presents the state-controlled uphold ,improve the electricity regulatory mechanism and promotion of staff, and other specific risk control measures.
