| This article, combining with the contemporary traits of technology advancement, making the government as a leader, and taking the technology innovation as a core, aims at exploring how to set up and consummate "innovation platform", a kind of public product in high-tech district, to support the innovation of high-tech enterprise in new high-tech industry zone in the light of government functions and public policy of high-tech district, and hopes that the "innovation platform"could promote the capacity of technology innovation of the high-tech district, then ultimately promote development of regional economy and high-tech industry. The innovation platform of high-tech district is a range of structures in common and institutional arrangements, which is formed via the synthesis of various sources, interfaces and relations by innovative subjects in high-tech district. It mainly consists of the cooperative platform of industry, teaching and research, the technological innovation platform and the innovation service platform, among which played their respective roles as the main body, the core and the guarantee. The local government should lead the construction of high-tech district innovation. It is mainly determined by the market failure and the condition of our country. Government is not only the center of the high-tech district but also the organizer, erector and vindicator of the high-tech district. Government should be active in innovation management. It is also necessary for the government to cultivate the local enterprise innovation and local system innovation. Government is the principal part of the public basis-establishment construction and the main body of the mechanism innovation, policy innovation, administration innovation and culture innovation. In order to make our government more effective and efficient, we should strengthen the government function in macro-regulation, micro-correspond, resource-configuration and service in innovation to build a better environment of innovation. As far as our level is concerned, problems due to insufficiency of the main function and confusion of the specific function lie in the performance of our government functions. In order that the government's theoretical function might match its performance, we must, in a view of the national strategy, carry out a series of effective measurements to consummate the function of our government, which combines with the structural characteristics as to the innovation platform of high-tech district. Thus it can fully exert the guidance function of government, accelerate the construction of the innovative platform of high-tech district,and propel a further development in regional economy and new high-tech industry. |
