Research On The Problems And Countermeasures In The Management Of The Government Financing Platform Of Chongqing High-tech District

The development of local government financing platform began with the reform of China's economic system.Under the guidance of the central government's "Comprehensive Promotion,Key Breakthroughs" strategic deployment in 1994,the central and local tax administration systems were gradually formed.Local governments are subject to the restrictions of the Budget Law and cannot directly contract a loan to maintain the balance of the government budget.In order to effectively solve the financial pressure and support the construction of municipal infrastructure,local governments raise funds through the establishment of local government financing platform.In its actual management,however,due to the fact that the local government only considers obtaining funds from the financing platform and does not form a comprehensive administration mechanism for the government financing platform,a series of problems have been exposed in the development of the government financing platform.At the same time,the Ministry of Finance,the National Development and Reform Commission,the People's Bank of China,the China Banking Regulatory Commission,and other institutions have issued official documents to put forward new standard requirements for the government financing platform,so how to strengthen the management of the government financing platform has become everyone's concern.Taking the management of the financing platform in Chongqing High-tech District as an example,this paper provides a detailed introduction of the management of the government financing platform in Chongqing High-tech District,and pointed out its existing problems,such as the lack of overall planning,no institutional guarantee,the poor nature of the platform's construction,etc.In view of the experience of government financing management at home and abroad,this paper summarized the management countermeasures for the government financing platform in Chongqing High-tech District.The measures and suggestions put forward in this paper for the management of the government financing platform of the Chongqing High-tech District,conducive to the transformation of the local government financing platform from a multi-quantity to a superior quality and structure,and eventually form a stable and rapid development of the local government's financing path.Furthermore,this paper is also deemed conducive to giving full play to the role of financing platform in promoting the economic construction of Chongqing High-tech District.
