With the development of Chinese economy, it becomes clear that the economic development imbalance between coastal and inland, city and rural, eastern and western of China certainly results in the large-scale labor force transfer. These large amount of work forces rush into the developed coastal areas from the underdeveloped areas and the developed areas have to take on them, who, in return, impact the city development in economy, society, and environment, etc. Since 1980s, as an important problem in reality and under transformation both in economy and society, many research achievements on the Chinese population transfer and urbanization have been constantly emerging, but the majority of the present studies are descriptive and policy concerning and lack of adequate and deep understanding of the effect of population transfer and urbanization on society and economy. Regarding Weihai as its research object, this paper initiates the strong impact of the large-scale foreign population's rush-in on the economy, society and environment of Weihai, and analyzes its negative and positive effects scientifically by means of using the theories of predecessors for reference, selecting some successful cases both home and abroad, and combining the present economic development in Weihai, intends to find some reasonable theories to manage the increasingly floating population, take on more employment, resolve the contradictions among the foreign work forces and the local surplus work forces, employment, unemployment and re-employment and at last to quicken the city development.
