| Currently, the advanced coastal area in china has stepped into an era of the mid-and-late period of industrialization and the acceleration period of urbanization. It is not only an era of industrialization, informationization and urbanization but also a sensitive era when many social conflicts and problems arouse. Among numerous social conflicts and problems, the difficulty in finding jobs and the lack of labors is becoming one of the principal social contradictions. Promoting the full employment of the rural work force (including the local rural labors and the outside rural labors) will resolve the contradiction and push forward sustainable economic and social development.There are three major issues in the employment of rural work force in advanced coastal area at present. First, a large portion of surplus rural work force in coastal area has to be detained in countryside due to their lacking of knowledge and skill. Second, the group of outside rural work force coming into the coastal area is getting larger and their employment and living are becoming severe social problems. The seasonal shortage of labor has bottlenecked the sustainable development of the coastal area. Third, during urbanization progress, low-level education of the rural labors becomes the barrier against modern development in agriculture and in countryside. Based on the background, this essay is to study on the employment problem of the rural work force in the advanced coastal area.To promote the full employment of rural work force, the common development of urban and rural area, and the construction of a new socialist countryside, is a huge systematic task. Through analyzing on the status and reasons of difficulties in rural labor employment, learning other nations'experiences, this essay made many research studies on how to train, administer, and support rural labors to promote full employment, and also, made some suggestions on policy-making.The essay is divided into six chapters:Chapter 1 is an introduction which explains the background, the research purpose and meanings, the domestic and international research results, the research direction and methods.Chapter 2 is on analyzing the general situation of the employment of rural work force advantages and the main problems in the coastal advanced area ,the reasons of difficult employment and labor shortage, based on the relevant experience abroad, put forward some suggestions on policy-making.Chapter 3 is on the training and transferred employment of rural work force. This chapter, taking Shaoxing City of Zhejiang Province as an example, puts forward training and transferring to other jobs are the right choices and effective ways to realize full employment of surplus rural work force, and put forward the measures of strengthening the training of rural labors and diverting employment.Chapter 4 is on the living conditions of outside coming rural work force. This chapter,taking Shaoxing City as an example, researched on the living conditions of outside coming rural work force, main problems ,put forward that improving the administration of outside coming rural work ,full employment Chapter 5 is on fostering new farmers. It is the choice to help rural labors learn knowledge, skill and management Which is not only a great strategy to resolve the employment to promote the building of socialist new countryside, and to accelerate the development of modern agriculture and modern countryside.Chapter 6 is a conclusion of the essay and put forward further research direction. |
