As the twigs of power grid, rural electrical network is the only approach to distribute power energy to the countryside and also is the pioneer of rural industry. The extent of electrization of countries is an important index of rural economic and social modernization. Further more, it is also a main task for power system to distribute power energy to rural area in china.Conventionally, most of investments are conducted in generation and transmission systems, but little is concerned with rural power grid and distribution systems. And also due to the dualism structure of economic in cities and towns, the rural power grid and its management system is still very backward in china. Though great efforts have been carried out to solve this problem since 1998, there are 23 million peasants are out of power energy service till now. Thus, it is of great in need to reform the management system of rural electrical network.In virtue of the argument method of inductive reasoning, some important obstacles that prevent the development of rural power grid are identified in this paper. And the reasons leading to these problems, including polyarchy and monopolization, are well analyzed in this paper. Moreover, based on the theorem of the science of organizational behavior, a conclusion can be drawn that some innovations with different forms must be conducted to adapt the management system of rural power grid according to the real conditions. From the view of justice and universal service, the necessity and impendency to reform the rural power grid investment system and power price policy are investigated.Based on properties of Chinese rural economic and referred to the overseas experiences of reformation in this area, a pluralized and monopolized management system of rural power grid is proposed in this paper. Some means to guarantee the success of this innovation are also presented and analyzed systematically.
