Equipment management, especially unit overhaul project management, is the important part of production management in a comprehensive chemical enterprise. The economic benefit, safe operation and environmental protection are all directly influenced by the state of their production units, while the progress plan and control are key links of unit overhaul management, At present, due to remained use of out-of-date idea and method, and lack of application of new theories, advanced methods and effective means, the overhaul progress plan is seriously departs from the real work. Time and resources for the overhaul are wasted, and the realizations of company profit objectives are affected.Associated with the practice work, considering the characteristics of continuous production of Tianyuan group and the annual maintenance of PVC unit as an example, collecting various influential factors, and applying basic theory and ISM methods, this paper made a deep analysis to the overhaul progress influential factors, and found out the crucial factors. Carefully studied the programs and features of every overhaul project, Widely collected the basic data and information, WBS(Work Breakdown Structure) work has properly been done ,and the series logic relations among projects were also made clear .Having taken advantage of the strong functions of projectmanagement software MS-Project 98,through optimization treatment, armed with the computers, the PVC unit overhaul progress CPM network plan was finally completed, and the overhaul duration required is one fourth less than the original one.And the close relationship exists between the costs of annual maintenance and the schedule management. This relates to the final appraisal target of enterprise benefits, also, it is the criteria whether the annual maintenance is successes. Based on the analyses of the relationships of schedule, resource and cost, this paper put forward an important appraisal mode which is based on Earned-value method.Resource management related with schedule and cost management is also an essential part in the paper. With the purchase and supply of device and material as an example, this paper dwells upon on plan system based on the balance of schedule and cost and strict flow management model. With the influence of which annual maintenance is affected by the purchase of material and funds position as the criteria, the paper brought forward some supervision flows of emphases device, material management flow, general material, spare parts management flow and emergent materials. ON the basis of overall analysis, the paper pointed out the major control factors of schedule, material and cost and measurement for the plan implementation stage. At last, the paper put forward a framework proposal for the establishment of a computer-aid overhaul management system. The framework model emphasizes on integrated balance and whole body management model for schedule, cost and resource.The idea and method of this paper has got good effect, and has a big use value.
