With the rapid development of emerging countries, the world’s energy demand continues to rise. However, oil and gas production is a " cutting-edge technology ", and an investment- intensive industries. In order to meet rising energy demand, in the face of fierce competition and cost reduction pressure, technological development and innovation is particularly important. How to combined with limited manpower, material and financial resources to achieve the goal of delivering customers with qualified innovative products in a short period of time, this is a major challenge in front of all enterprises. It also demonstrates the importance of project scheduling and implementation of dynamic management in the process of enterprise sustainable development.This article through analyzing the existing problem during R&D project scheduling and control process in XX companies,propose the improvement actions under resource constraints, including applying parallel concept for project process optimization, more scientific estimation method of task duration and lead time, developing timely monitoring mechanism based on information system and time-cost dynamic adjustment model, etc. Finally, implement the actions to the real project A, to verify the effectiveness of improvement. The improvement actions raised in this article has certain reference and promotional values to the similar companies in similar business during R&D project management.
