The Study On The Institutional Factor About The Slow Rise Of The Farmers' Income

According to the report of the 16th CPC National Congress, the most importanttask of building the well-off society in all aspects in China is consist of three things,that is: building the modern agriculture,prospering the economy of the rural areas andincreasing farmers′ income. It's an important conclusion based on China's conditionand the reality of the rural areas in China. Our great leader Deng Xiao ping said that:"It is impossible for China's well-off without the farmers′ well-off." The leader of theCPC Jiang Ze min further pointed out: "Without the stability and whole progress ofthe rural areas, the well-off society in all aspects must not be achieved in China."From this, we can see that the main point of building the well-off society in all aspectsin China is in rural areas and the core of the problems facing agriculture,rural areasand farmers is the farmers′income increase. After nearly 20 years of the opening-up,the agriculture of China has made the great progress. The need and supply of theagricultural products becomes balanced form short for supply in the past. With thischange, now the agricultural development in China is hampered by the agriculturalresources and market both. Dues to this change, the new trend of selling theagricultural products hard,the falling price of the agricultural products and the slowrise about the farmers′ income is appeared. The issue about the farmers′income hasalready become a focus at the stage that most farmers are well fed off due to thebasically balanced supply and need of the agriculture products. The fast increase ofthe farmers′income is the base of building the well-off society and the advancementin all aspects in rural areas is based on it. Keeping the fast increase of thefarmers′income is always a vital issue during the process of building the well-offsociety in all aspects in China. It is very important in the terms of realistic andtheoretical meaning.In this dissertation, the fundamental reason about the slow increase of thefarmers′income is analyzed and it is supported by the socialist market-orientedeconomic theory and the scientific development thoughts. In order to achieve this goal,some kinds of useful researching methods are used. Here the basic reason is listed forthe slow increase of the farmers′income, that is: the institutional innovation must beused. Beginning from the farmers′income condition, this dissertation presents that: Itis hard for the farmers to get much income dues to the agricultural resources shortagein China and the low price of the agricultural products.Finally, some feasible measures and suggestions are presented to deal with thisdifficult and sensitive problem in the terms of the institutional innovation related tothe rural area s of China.Key Words:...
