The government-investing construction project in our country has long adoptedthe integrated system of "investment, construction, supervision and usage",somedirecting governmental departments are in charge of not only both of the examiningand approving for the projects, but also the direct organizing jobs, which results inthe problems of mixing up the functions of the government and enterprises, vaguelydefined responsibilities, deficient supervision and poor efficiency, as well as thephenomena of "three excesses" and corruption..Aimed at those problems aforementioned, this dissertation makes research andanalysis on the present situation of management of the government-investingconstruction projects in our country, especially those of the government of JiNancity, and the reform experience of mangerial patterns in other cities. And combiningwith the practical case of JiNan city, the author summerizes and puts forward someideal tentative plans for the reforms on the managerial pattern of the city governmentinvesting construction projects in JiNan: to separate the investing projects into thecategories of operative and non-operative and to adopt different patterns for the twocategories respectively. For the operative projects, the system of holding the legalperson responsible for projects should be kept and pefected, while establishing someunitive and special managerial agency to manage the non-operative ones. Moreover,the dissertation indicates a good amount of suggestions on other relativelysupporting reforms.So far, state-owned investment still takes a large portion of all, meanwhile, thedisorder of construction industry demands for regulation of the government, whoalso plays the guiding role in the development of the contracting system forconstruction projects. Thus, the reform on the managerial patterns of investingprojects should be based on the real conditions of our country, associated with theanalysis on the advanced experience of foreign countries, in order to enable us tobecome integrated into the international commom practice, which is substantial forthe enhancement of managerial level and investing efficiency and also vital for thequality of the construction projects.Simultaneously, grounded on the comparative research on the public biddingprocedures both at home and abroad, this dissertation also offers some advice on thecorresponding improvement on the current public bidding of the government-investing projectsfor reference.
