The Government Supervision On Construction Quality

The quality of one construction does not only affect its applicability and theeffect of large amount of investment, but also be closely linked with the security ofpeople's life and their properties. Along with the vigorous development onmodernization in China, the construction scale has been expanded unceasingly and theannual production value of the construction business has been more than two thousandbillion RMB for last a few years. Only for one year of 2003, the total constructionarea around the whole country has been up to 2.635 billion square meters. Facingsuch a large amount of constructions, once there is any quality problem in theconstruction, it will badly harm the public benefit and their security. And so, theconstruction quality has been paid more and more attentions by the public.In China, the government supervision on construction quality has been put intopractice for twenty years. During the last twenty years, there are also someinsufficiencies in this supervision system, although it has led to many positive effects.For instance, the character of the supervision organization is still not clear in operation;the supervision mode has been lagged behind the construction development;there arealways a large amount of complaints not being settled;at the same time, there are alsosome deficiencies in the constitution of the government organization.This article aims to advance some proposals in organization reform. Basing onthe theories of systems engineering, management science, economic and communitypolicy, it will discuss on how to supervise every principle part during the constructionfrom cover to cover. Moreover, it would like to analyze current problems in detail onthe supervision organization, and by quantitative analysis, to build an index systemwhich can value this organization. Finally, there will be some cases presented in orderto clarify how to accomplish the quality supervision on the construction.The reform of government supervision organization should adapt to its functiontransformation. How to raise the efficiency of government organization in operationis the focus of this discussion.
