Studies On The Institution Of The Management And Supervision System Of Construction Quality In China

Along with the developing of socialism market economy and the practicing of the reform and open policy, the multiplicity of the investor and the market action appeared in the realm of construction. The existing system of construction quality supervision is difficult to suit the new circumstance because of the change of institutional environment. To ensure construction quality, the quality supervision system must be changed based on the need of the market economy. This thesis tries to use the theory of New Institution Economics to analyze this systemic change.This thesis will illustrate briefly the concerned theory of New Institution Economics. Then, the changing history of our country's construction quality supervision system is analyzed. The process include four stages which are the construction enterprise self-check system, the development enterprise check system before acceptance, the government supervision system and the combination of government supervision system and social supervision system. The thesis points out that the way of change is mainly governmental compulsive changing, and this way is transforming from compulsive changing to inducing changing.This thesis illuminates the current structure of construction quality supervision system and its inner relation. The current system consists of three levels which are the government administration section and its construction quality supervision organization, the owner and the representative engineer, and the construction unit and other duty units. The thesis insists that the contrasting of the inner main bodies will decide the way of changing.Based on the contrastive research of the construction quality supervision system in the developed country and our country, the thesis tries to perfect the old system of construction quality supervision. The new system will consist of five parts: the government supervision system, the responsibility body guarantee system, the social and professional guarantee system, the insurance system of construction project quality and the credit system of construction project quality. The key matters of the transformation from the old system to the new one will be analyzed.At the last of the thesis, the thesis analyzes the influence of the base characteristics of institutional system to the change way. The thesis gives suggestions about the change way of the son system of the construction quality supervision system.The function of the microscopic corpus and local government in the change will also be discussed in the thesis.
