The Study On The Insurance System Of China's Civil Servant

The civilian insurance system is one part of the whole civilian system, which consists of the civilian insurance system with welfare and social relief. With the establishment and development of the market economy system, abuses of the national insurance mechanism emerged, such as heavy financial burden, severe resource waste, imbalance of social insurance level and so on. All of the problems need help of scientific and healthy insurance mechanism immediately, turning national insurance into social insurance.The paper is composed by four parts. The first part analyses the theory about civilian insurance system, focusing on correlative ones such as civilian system theory,social insurance system theory and so on. The second part is a description about the history of China's civilian insurance system as well as the current situations. The paper tries to find out the problems in the system, hoping to discover the causes behind these confusing. The third part is a reference to the western civilian insurance system. The paper mainly chooses three counties-- the U.K, Japan and the U.S.A as typical examples, which do well in executing in the area of national civilian insurance. Then the paper respectively introduces their outstanding aspects in administrating the civilian insurance system, summarizing the worthy things after detailed analysis. On basis of the statement above, the last part brings forward countermeasures concerning how to establish and improve China's civilian insurance system.There are three main innovative points of the paper.First, the current literature about civilian social insurance system are rough or mainly focused on certain specific subject like endowment insurance, not in the view of the entire civilian insurance system. Another,"civilian insurance"itself is also a fresh conception, only appearing in the"Bill of civil servants"instead of other publications. Second, the paper is supported by the knowledge and theories of three subjects—Human Resource, Public Administration and Social Insurance. So the integrated use of them and correlative analyzing means results of the whole statement at the topic, whose purpose is to solve the practical problems.Third, in allusion to the reform, the paper puts forward a project of establishing multi- hierarchical civilian endowment insurance and medical insurance as well as civilian unemployed insurance and injury insurance. And at last, all the civilian insurances should be bought into the national social insurance system.
