Analyse How To Solve The Problem Of Peasant Who Losing Land In Tianjin

China is a country with huge rural people . With the deep developmentof reform and opening up in recent years , a mass of land is confiscatedwhich has cause more and more peasants losing land .This paper analyzesthis problem in three aspects of the history of installing the peasants oflosing land, the condition of these peasants and the main problems thesepeasants are facing ,and finally reaches personnel view of how to solve thisproblem .This paper adopts some research methods such as socialinvestigation , case's analysis , statistical analysis , evaluation method etc .As a result , to solve this problem tests the government's managementcapability and also affects whether harmonious society is successfully built.Now Chinese government has realized the importance of solving peasantsof losing land . Considering Tianjin's concrete condition , I think we shouldsolve this problem from five points : One , to transfer the government'sdecision-making notion and its mode , and to reform current land'sconfiscation system , including clarifying that peasants has the propertyrights of land and letting government retreat from land's commercialtransferring market;introducing market system during the process ofconfiscation and increasing the compensation standard : for the land usedfor commonweal , we will insist on the policy of that the total amount ofland payment is collected by the state and then allocated to localgovernment but we should not only increase compensation standard butestablish reasonable profit's sharing system;for development project , weshould introduce negotiation system ,and allow collective land to enter firstmarket or firs-half market ,letting collective economic organizationrepresenting peasants as market body take part in market business .Two , tooffer more chances of professional and technical training for peasants oflosing land , meanwhile to provide with legal supports . Three , to completethe system of peasant's self-government , establishing necessarysupervision system , to ensure the peasants that the land's compensationfees can be reasonably allocated and used , letting the body of propertyright really take its charge . Four , to boost the land reform positively ,implementing land's share holding system , to transfer peasants into shareholder so that peasant will get profit through his holding shares . Five , toestablish complete safeguard system for the aged ,but there are someproblems we have to face so we must follow these principles of " taking thegoal of changing peasant into citizen, solving the problem graduallyaccording to concrete condition;regulating policies and unifying operationstandard;balancing the benefits of all parties etc " . At the end of thispaper , i suppose an example to prove how to realize mutual benefits .
