China is just experiencing the accelerating process of urbanization, and accompanied with that, there are many channels to change into urban residents from more and more former peasants. One of these channel accesses to the peasants who already lost their farmland. Under the control of the long-existing urban-rural dual structure system, there is serious shortage of rural social security systems, and instead, the farmland burdens the fundamental function of rural social security. If peasants lost their farmland in some way, governments are responsible to build specific social security systems for such people. Based on these points, this dissertation provided several thorough thoughts on how to build such a social security system for the peasants losing their farmland by analyses and studies with different angles, and how to build related institutions and policy systems to fit the requirements from Chinese conditions and developments of urbanization.The dissertation is organized as follows:Chapter One:Introduction. Under the strategic purpose of building harmonic society and solving three-dimensional rural issues, this chapter focused on the influence of pension insurance institutions for the peasants losing their farmland, reviews to related issues such as their legal rights to their land, compensation and resettlement issues, their urbanization issues, related social security and institution design of their pension systems etc. Finally, there is a brief overview to main contents, study frameworks and major methods applied here.Chapter Two:Current situation of the peasants losing their farmland. There are the characters and definition of the peasants losing their farmland, who therefore are defined as social vulnerable groups, and their current situations are as follows:their living situations, employment situations, pension & their children’s education, and their psychological evolution. In the end, there is the overall analysis on the trend for the issue of the peasants losing their farmland.Chapter Three:Analysis on current situations of rural pension system. There is a review to the institutional changes of Chinese rural pension systems, and then provide a comprehensive analysis on current rural pension modes such as family insurance, community insurance and pension insurance, and challenges they faced, argued that it is quite necessary and urgent to build the pension systems for the peasants losing their farmland.Chapter Four:Analysis on land requisition compensating systems and related governmental capability. Within this chapter, there is the availability research on building pension systems for the peasants losing their farmland from the viewpoint of governments. Expose the major problems in Chinese land requisition compensating systems, and estimate the governmental capabilities for building such a pension systems by three factors including the desire of governments, fiscal capability and administration power.Chapter Five:Reviews to theories and practices, experiences and plans of land institutions in developed countries. There is an introduction to foreign theories of land requisition compensations, and related analysis & character conclusions on their institutions, furthermore, based on Chinese situations, provide a plan to building Chinese land requisition compensating institutions.Chapter Six:Mode selection on pension systems for the peasants losing their farmland. First, there is the analysis on characters of Chinese pension systems for the peasants losing their farmland, and list the possible factors to its mode selection; Secondly, provide a comparative analysis on current Chinese pension systems including the mode of trading their farmland for pension, fundamental living security mode, and social security mode; Finally,.conclusion is the diversified mode systems for the requirements from economic & social developments in China.Chapter Seven:Environment construction on pension institutions of the peasants losing their farmland. This is the complement to the institution designs on pension systems for the peasants losing their farmland, which includes two major contents such as inner and external optimizations of pension systems for the peasants losing their farmland. For its inner optimization, there include three sub-sections such as building rural minimum living standard security systems. improving the social security systems covering such people and consolidating related administrations; for its external optimization, they are with four elements such as improving the related legislation progress, the matching level between formal and informal institutions, building related education systems, and creating the innovation mechanism for re-employment etc.
