The Research On Settlement And Security Of Land-losing Peasants In Wuxi

Currently, with the fast enforcement of urbanization, the issue of land-losing peasants has become an outstanding problem which effects the economic development, social stability and construction of harmonious society, and has become an important and realistic problem which now confronted by the CPC Committees and the government of all levels and which should be solved as quickly as possible. In recent years the Chinese government sets the administrative requirements of implementing the scientific outlook of development and building a harmonious society, makes efforts to accelerate the development of the society and solve the people's livelihood issues, and pushes the economy and society to be on the track of scientific development. And the indemnification and social security of the land-losing peasants are also important aspects of solving the people's livelihood issues.Using the method of document analysis and case study, on the basis of proper grasp the theories concerning the land-losing peasants issue, analysis of the policy for their settlement and security to them and practical experience, this article investigates the peasants and land-losing peasants in Wuxi, try to find effective ways to improve the settlement and security of land-losing peasants and bring forward some instructive and feasible suggestions. The article is divided into six parts. Part one: preamble, which introduces relevant concepts, the background, purpose, significance and theoretical method of the research. Part two: basic investigation of land-losing peasants in Wuxi, to learn the basic situation of present peasants and land-losing peasants in Wuxi through some analysis of relevant data. Part three: the policy for settlement and security of land-losing peasants in Wuxi. This part analyzes the distinguishing features of the policies in Wuxi, which include monetary compensation, re-employment, social security and so on. Part four: the practices and experiences of settlement and security of land-losing peasants in Wuxi, which analyzes overall the method, effects, experiences and deficiency on guaranteeing the life and employment of land-losing peasants. Part five: thinking about how to improve the settlement and security of land-losing peasants in Wuxi. It brings forward some suggestion on this issue, referring to the basic experiences of developed countries and developed areas in China. The last part: conclusions. With a simple summary of the whole article, the main viewpoint and conclusion were created. It calls on the government to improve and adjust current policy, take effective measures to perfect the social security system for land-losing peasants step by step, so as to protect the interests of land-losing peasants and their daily life sufficiently.
