The reform of the rural supply and marketing cooperative and development problemare one of the comparatively outstanding problems in agriculture and countrysidedevelop at present. From basic unit to the associations, from enterprise to the organs,they all face the tasks of the reform and development. Base on reality, study about thereform and development tactics of the supply and marketing cooperative theoretically,contribute to putting the thinking in order, find the outlet accurately, guide practicebetter, contribute to the discussion about solving the rural economy, ruraldevelopment and rural demography at home too.This thesis has analysed the great backgrounds of the reform of supply and marketingcooperative and development of our country at first, and on the basis of comparingwith evolution of foreign Economic Cooperation Organization, have reviewed theproduction and developing history of the cooperative organization of our country,establish the foundation that the reform issue of the rural supply and marketingcooperative launched afterwards is studied. This thesis attempts to analyze with thereal example, use the theory of the third department and cooperative economic theory,analyze about the existing problem at present of supply and marketing cooperative inHengshui, such as association's functional positioning is inaccurate, the enterprise'sreform measure is incomplete, the reform direction of the supply and marketingcooperative at county is ambiguity, result of transforming of the supply and marketingcooperative at the basic level is not obvious, etc. From the reform of the basic unit,make council and affiliated enterprise's relation of supply and marketing cooperativein order, deal in the network with the modern tradition of transforming the supply andmarketing cooperative of type of operation, four angles, such as functional positioningof association's organ, etc. have carried on the preliminary discussion on the reformand development tactics issue of supply and marketing cooperative in our city.
