Since it was built, the supply and marketing cooperative is an important economic organization, which close tied with and served the "three rural". As a main force of rural circulate matter, the supply and marketing cooperative shouldered the heavy responsibility of developing rural commodity circulation, and took important position in circulation of the urban and rural areas. It was the bridge and ligament linking between rural and urban, country and farmer, farmer and market. With the development of market economy, the traditional supply and marketing cooperative is under strong attack and can't suit for the fiercely competitive environment and the development of rural economy. In this condition, the traditional network superiority and integer superiority can't exert adequately, and the top-down chain is broken. Based on theory of enterprise network organization, this article discussed the supply and marketing cooperative reform from organization innovate angle.Enterprise network organization is a combo which is formed by several independent individuals, departments and enterprises for the common task. The effective enterprise network organization can achieve a "win-win" through the members using the network resources of other enterprises and exploiting market together. Network organizations have adapted to the uncertainty of environment and the acuity of competition, and have satisfied the demands of cooperation and competition between enterprises or organizations. Through setting up network organization, geographical and space distance constraints can be overcome, the exchange and complement of the resources and abilities can realize. Those can enhance the vitality of development, improve comprehensive competitive ability, and achieve scale economy. This article applied network organization in the building the supply and marketing cooperative reform mode, and the new ideas of reform and development were put forward.Firstly, based on the theoretical analysis of enterprise network organization, social, economic and technical background of enterprise network organization wasanalyzed. The connotation of enterprise network organization was limited, and the rationale of network organization was studied further. Secondly, the developing history of the supply and marketing cooperative's was introduced. The developing status, open questions and reason were analyzed. Thirdly, the typical form of network organization and the development of economic cooperation were analyzed. The supply and marketing cooperative's superiority was summarized. Based on enterprise network organization, the visualization of the supply and marketing cooperative's reform mode was put forward. The model diagram of the organization structure was designed, and the construct method and the benefits of the model were explained. Finally, designed the operation mechanisms for the supply and marketing cooperative were designed, including the distribution of benefits mechanism, the policy coordination mechanism, and restraint mechanism. Based on the analysis of the basic principles for the distribution of interests, an interest distribution model was constructed. Through defining the decision and coordination in the network organization, and analyzing the function mechanism of the policy coordination mechanism, the specific policy coordination mechanism was designed. Through analyzing the three dimensions and the function of the restraint mechanism, the specific restraint mechanism was designed.
