From Administration Domination To Multi-agent Governance: Study On Urban Management Pattern Transformation In Kunshan

The Chinese city is experiencing the transformation process with two interweaves of the urbanization and globalization in the same place. Under this background, the sole bureaucracy as the foundation of administrative leadership urban management pattern is unable to adapt the complex city system day by day. How will coordinate each kind of relations in the future urban management, how to optimize the city management resource distribution, how to realize the city person occupies harmoniously with the social effective movement, are the main questions which in the present urban management needs urgently to pay attention to. This paper introduces the new public management and privation, multi-agent governance and so on domestic and foreign urban management advanced theory, and it analyzes the present situation, questions of the urban management pattern which is as foundation of administrative leadership in Kunshan from the real example, In this foundation, the paper attempts to construct the multi-agent governance frame of urban management, and it sets the goal and way of urban management pattern transformation in Kunshan. In the urban construction and management, it realizes the combination of administrative method, the market mechanism, the citizen participatory to develop the market, the social and the integration's theory and tool, in order to face the changing of the multi-agent and environment in current urban management structure better.
