In recent years, participatory budgeting pilot of Wen ling, Zhejiang Province and other places inChina makes citizens have more opportunities to participate in local government budget outlaysdecisions, while in the process of citizen participation; there are various problems to be solved. Thispaper focuses on the study and explore of our citizens participation in local government budgetoutlayse decisions under the above social backgrounds.This paper analyzes our citizen participation in local government budget outlays decisions basingon the result from the questionnaire, such as willingness to participate by the impact of citizens’personal characteristics and the relevant theory of citizen participation, such as asymmetricinformation theory, principal-agent theory, and theory of participatory democracy etc, andcombining with the United States, France and Germany’s budget status and the democratic model ofthe development process of China’s budget system. Aiming at the main defects of our citizenparticipation in local government budget outlays decisions such as democracy concept, information,institutional and technical, from the traditional ideas, information asymmetry, citizen participationmechanism defects, such as citizen participation in technology is not yet mature and other aspects,explore source which caused citizen participation in local government budget outlays decision-makingproblems.Then, according to China’s actual situation, from the enhanced sense of democracy, improvethe information disclosure system, improve citizen participation mechanisms, improve and explorecitizen participation technologies and other aspects, proposed policy recommendations whichimproving to citizen participation in local government budget outlays decisions.
