Practical Exploration And System Construction Of China's Participatory Public Budgeting Reform

In the report to the Seventeenth National Congress of our Party, a definitive demand for public finance had been made, which requires carrying out reform and innovation on the establishment of budget and budget management. According to the international experience, it will impose a great significance on the improvement of public finance system and achievement of social harmony to adopt the participatory budget mode which would be able to keep a well balanced public expenditure structure and improve the efficiency of public expenditure. Therefore, it would be an option for the local government.Participatory budget is an innovative way of policy-making. In participatory budget programs, citizens will directly participate in the process of policy-making, able to participate in resource distribution, make decisions on the priorities of social policy implementation and carry out supervision on public expenditure by means of holding policy forum annually. According to the advantage of participatory budget, the reform on grass-root level budget became a universal trend, and China was crossing the river by feeling the stone in the great tide. The Wenling Model of Zhejiang Provence, whose carrier is democratic discussion, has achieved good results. It is an important innovation of the grass-roots democracy and rural governance.The thesis deals with the theory of participatory budget and international experience first, then deeply analyses the practice, effectiveness and conditions of Wenling budget. Based on the analysis, At last, the article offer the views and recommendations to carry forward the system of participatory budget.The article has five chapters. ChapterⅢandⅣare the focus of this article. This thesis analyzes that the theoretical significance of the participatory public budget reform is how to better and greatly integrate and exert the respective strengths and advantages of democratic political development and the budget reform, and organically fit them in the great socialist modernization practice, and points out that the practical significance is to strengthen the the budget's scientificity, reliability and practicality by implementing citizens'right to know, participate and supervise, so as to "spend the limited money on where it is highly needed". The innovation in the thesis is the exploration and mastery of the combination of democratic politics development and the budget reform. But due to the fact that the participatory budgeting in China has not been implemented for long, and that not many areas have tried the system, therefore, the perception and summarization are inevitably partial and unconvincing. It should be paid attention to, so that it can be improved with the improvement of the theory and practice.
