The government-enterprise relationship (GER) is the relationship that has mutual influence and effects on each other. Since the reform and open policy, China's GER has experienced evolution through course of developments. With influences of several factors, there are still lots of issues presence between the government and enterprise, which didn't accomplish the true meaning of separation of government and enterprise. This article takes look at several major ideology and theories of GER;analyze its evolve process in;discuss the issues and cause of it;and thrash out basic outline of GER reform and countermeasure of its issues from economic angel. On the second aspect, with analyze of "meaning of separation of government and enterprise", this article will help to understand relatively separation, absolute separation and its reasons. Based on previous analysis this article proposed the counter measure of reform and a new mode for GER, which is change ideology of GER. New ideology of GER will be a kind of relationship that focus on building of enterprise as main principal, and government service will serve around that main principal.
