Analysis Of Policy For The Reform Of State-owned Enterprises In Zhuhai

According to modern enterprise theory, enterprise is the joint aggregate of sets ofcontracts, that is , enterprise system is the expansion of contracts by enterprises. Fromthe perspective of game theory, enterprise system is actually the dynamic negotiationequilibrium among property individuals at various levels. Logically, it is theappropriate allocation of the left rights by the interests-related equities. Furthermore,the enterprise regulation is the structure of joint governance by those interests-relatedgroups.By the end of 2004, the number of city-owned enterprises has reached 231,whichhave the total value of 38.3 billion yuan, the total debt of 21.4 billion, net asset of 16.9billion, sales revenue of 29 billion and the aggregate profit of 96 million. Such kindsof enterprises are distributed in almost every field. In terms of the status quo of salesand profits, the comprehensive competence of Zhuhai city ranks high among othercities in China. Under the circumstance of economic transition, Zhuhai is facing theproblem of long-term and consecutive readjustment and reform. Though it hasprogressed, for example, the state economy is developed rapidly, new problems areemerging such as the co-existence of outside over-interference and inter-control, thewaste of state-owned assets, the lack of sound governance of corporation. Therefore,it is of much significance to study the problems the stated-owned enterprises inZhuhai facing and give advice to solve such problems.This paper, with the theoretic tool of enterprise and property theories, firstly,describes the status quo of the state-owned enterprises from the perspectives offinancial condition and industry distribution, attaching more importance on theanalysis of the competence of the enterprises and then pays more attention to theproblem and the main subject for the enterprise reform, finally, gives advice on howto carry on the reform in Zhuhai, for example, to speed up the establishment ofmodern enterprise system, propel the strategic economic structure readjustment, andseparate the propriety and operation, in hope of being of help to the practice of thereform in the city.
