With day after day, more and more people have felt that our environment had been destroyed. We should make our development to be sustainable. The most important thing is that we should change the mode of production. That is to say, we should give up the primary technology which need more resource and make more pollution, and adopt the Environmentally Sound Technology (EST) which need less resource and make less pollution. Due to the developing country has no ability to develop the EST, they should improve their ability and then learn how to use them. Now, all the cities in our country encourage more factories or companies to use the EST. But the result is not satisfying. What reasons get so many companies can not or don't use them ?This paper is to find the reasons. And its research method has system analysis, contrast analysis;quantitative research with qualitative analysis;theoretical research with empirical research.Firstly, the paper analyses the characteristics of the EST. Secondly, concluding the affecting factors into two groups. One of them is the abilities of a company, including: the ability of technology, the ability of financing and the ability of management;the other one is the out factors of a company, including: the society capital and market factors. Thirdly, the paper does the quantitative research of the above factors. They are: (1) Comparing 4 companies which have used the EST and 2 companies which haven't for the change from 2000-2004 of the above factors. (2) Choosing 52 public companies as samples, and do logistic regress through Spss 11.5, and get 3 factors which decide if a company can use the EST.
