Research On The Development Of The Circular Economy Of Hunan Province

At present, with the fast development of the industrialization and urbanization and the increasing growth of the population in Hunan province, the current resources and environment cannot meet the need of high-speed development of the economy under traditional mode. Therefore, devoting major efforts to developing circular economy which gives equal consideration to social development, resource-saving, and environmental protection, aiming at a harmonious development of economy, society, and environment must be an inevitable choice for the province.The logical arrangement of this thesis is from analyzing the phenomena in reality to elucidating concerning theories, and to serving practice. Study methods of comparison and analysis, induction and deduction are combined together. Beginning from the origin of circular economy, the fundamental concept of it has been defined and the principles, traits, and different levels in application are analyzed. Our major ideas are as follows:First, circular economy is the brief name for the material close-loop dynamic economy which is essentially an eco-economy. It advocates the following practice: by imitating the structure of the ecosystem, reducing the energy amount involved in the eco-system, making such a material close-loop from resources to products and to the regenerated resources;excavating resources within the system;harmlessly disposing the waste materials that cannot be recycled and rendering the materials go smoothly into the ecosystem again.Second, "reducing amount, reusing and recycling" are the three major principles of circular economy. According to their orders in practice and the flowing course of the materials, the practical levels of circular economy are the following three: 1.practicing no pollution manufacture in the enterprises, 2.promoting the coupling of industrial ecological communities among enterprises, 3. establishing social recycling industry.This thesis also analyzes circular economy with the concerning theories of mainstream economic, institutional economics, eco-economics and sociology. Meanwhile, based on the study of authentic proof, this thesis puts forward the following ideas: development of the circular economy is benefit for overcoming the most difficult resource problem in Hunan. It is also benefit for gradually bettering the environment, for forming new-mode industrialization and for solving the Three Issues Concerning Farmers. Therefore, developing circular economy is the inevitable way to realize the sustainable growth in Hunan's economy. It is also pointed out that to develop the circular economy of Hunan, we should use the experience of the developed countries for reference, take measures suitable for local conditions, explore circular economic mode suited to Hunan, establish economic systems of agricultural, industrial and regional circular economy. We should also set up systems to promote the vigorous development of circular economy.
