However, the main influential factors are industry policies, management regulations, marketing conditions and investment modes. Government should be aware of the problems existing in the process of developing ,solve them and direct the industries by setting up a special department for leisure industry management, creating a system of leisure statistic such as LSA (Leisure Satellite Account),quickening family-oriented service industry, paying more attention to community management and construction, taking notice of the exploiting and creating of leisure areas and markets and making rules for the industries in order to lead it to a sound track.Changsha's leisure activities, based on leisure tourism, leisure recreation and media industry, gives prominence to its specialized culture in night spot, bar and media, giving rise to the diversification of people's life. Thus Changsha should be built in line with its characteristic industries, historical and cultural resources and quickening media industry to make Changsha a recreation capital in the middle area of China in the near future.
