On The Study Of Environmental Impact Assessment For Land Use Planning

Ecological and environmental problems, which are very serious in current China, are generally connected to land use. These problems mainly include that: water and soil loss is extending to more vast of areas;Deserts are eroding aggressively;the area of degradation, [desertification and basification is expending;water resource is in short supply and is improperly developed;wetland is being seriously damaged;varieties of species are severely threatened;improper development cause degradation and de-quantity to the plow land, and so other problems. Therefore, assessment of the environment compact caused by land use plan has the significance of technical support for environment protection and comprehensive policy for economic development, promotion of scientific and reasonable land use plan, so that land use plan can be a real sustainable development plan.On the theories of sustainable development, ecological economic coordination and landscape ecology, this dissertation poses classification, connotation, and principles for land use plan as well as its standards and working procedures. Meanwhile, taking an example of assessment of land use plan in Xian Tao, it makes a forecast and assessment to the environment compact of this plan, with some useful exploration. In the end, some suggestions are made to the problems occurring in it.The whole dissertation contains six parts, respectively as follows:Part I is an introduction, which mainly introduces the significance of study of assessment of environment compact in land use plan as well as relative research situation.The second part is a part of theories for assessment of environment compact in land use, including theoretical foundation, classification, connotation, principles, standards and general working procedures for this assessment.The third part mainly introduces and main aspects for this assessment as well as relative forecast and assessment methods.The fourth part is on how to construct the index system for the assessment.The fifth part, on the basis of empirical research on assessment of environment compact in land use in Xian Tao, first construct a index system for the assessment in Xian Tao, and then makes a forecast on the compact according to the real situation in Xian Tao, with economic profit and loss analysis and ecological satisfaction analysis, and in the end, some suggestions are made according to the problems existing in theassessment of environment. It is hoped that these suggestion will be used for reference for further study on the assessment of environment.The last part is a conclusion and prospect, including achievements and problems in the assessment, as well as some improving suggestions.
