The development of the economy of 21 centuries depends on the reasonable marketing activity, but the reasonable marketing activity can not get away from the leading and support by the national government at all levels. So, the supervise & regulate management to the marketing activity is the important topic that put in front of the all countries government in 21 centuries.Under the market economy system in our country, in the process of the marketing activity, some use the improper ways to seek the private benefits, the main performance is the abnormal marketing activity. To the other business enterprises, consumers or the society in the market, these behaviors may bring the negative influence to the benefits of them. Therefore, analysis the abnormal marketing activity, and by the foundation of these to make the supervise & regulate management research is the request of the government economy management practice, and is also an important contents to promote the society development with economy.By the foundation of related literatures and the materials, this text explored the abnormal behavior in the marketing activities and the way of management to carry on by the government. The target is accord to the analysis to the abnormal marketing activity behavior, consult the management way of the foreign government, the key is wants to find out the way to correct the abnormal marketing activity in our country. The main contents of this text include four aspects.The first part contents mainly talk about the basic theories of marketing and the government function of supervise & regulate. First of all, introduced the concept of marketing\ government function\ supervise & regulate management etc. in brief, involve the development process of the marketing principle. Then discussed the difference and contact of the government behavior and the business enterprise marketing activity, by the foundation of these elaborated that the important meaning of government takes charge of the marketing activity;In the second part, this text quotes a famous theories from the marketing------"the4P theory", then try to find out the more outstanding and abnormal marketing activities from the product, price, place and promote four aspects in our country businessenterprise marketing activity currently, and inserted many well-known business enterprise marketing behaviors in the text. Then analysis the reasons by aim at the problems enumerated in this text.The third part, discussed the supervise & regulate management methods to the business enterprise marketing activity in foreign government, mainly introduced some provision of anti- monopoly in the west nations and the means of administration guide that adopted by the Japanese government. Want to get the related apocalypses from the ways of supervise & regulate management in foreign government, and contribute to a research on supervise & regulate management of the government in Chinese marketing;The last part content, with the actual market economic circumstance of our country, there will be the low efficiency in the aspect of resources installs, and then appear the "market failures". By the foundation of theories say all, discover the problem and analyze the reason, draw lessons from foreign experiences in the ex-three part, combine the current and actual circumstance in our country, from six concrete aspects to do the research on the supervise & regulate management methods of the government in Chinese marketing activity.The main creative place of this thesis: at present, domestic and international scholars had research to this problem is all to limit to discuss the abnormal marketing activities from the whole ascend. Then this thesis changed an angle to study this problem, namely to describe the abnormal marketing activities in our country by the "4P theory", from the product, price, place and promote four aspects, and analysis the ways of the supervise & regulate management to the Chinese marketing by the government.
