The Research Of Consummating The State Owned Assets Supervision And Administration System Based On The Transformation Of The Government Functions

As an integral part of the public owned economy, state-owned assets play an important role in playing the government’s functions, regulating the market economy, and promoting the development of the socialist market economy. The state-owned assets supervision and administration has two significant effects. Firstly, it acts on the state-owned enterprises, and ensures the maintain or appreciation of the value of state-owned assets. Meanwhile, it provides the public goods and service. Secondly, it acts on the operation of the state-owned economy, and takes a role in reasonable distributing the state-owned assets and effectively playing government’s macro functions. After the reform and opening, with the innovation and reform of the state-owned assets supervision and administration system(SASAS), the state-owned property of China increased rapidly and steadily. In order to meet the new requirements and situation of economic and social development, much work need to be done in improving the state-owned assets supervision. Hence how to reform and innovate the SASAS, how to establish a perfect and scientific SASAS, and how to make good use of the leading role of state-owned economy in socialist market economy in order to achieve high efficiency in macro-control, are key problems in the transformation of government functions.This thesis aims to find if it is possible to consummate the SASAS of China based on the transformation of government functions. According to the contents, this paper can be divided into three parts: first, current situation of China’s SASAS will be analyzed. In this part, the related concepts of SASAS will be defined, on the basis of which, the development of the supervision and administration system(SAS) of China and the problems relate to current SAS will be reviewed and analyzed. Second, the SASAS of developed countries will be reviewed. In this part, the SASAS of typical developed countries has been analyzed and compared with which in China. The experience of foreign countries has been concluded as well. Third, an assumption of consummating the SASAS of China based on the transformation of government function has been represented. In this part, based on five aspects: unify the supervision object, determine the supervision subject, optimize the supervision framework, reasonable adjust the supervision content, strengthen the supervision function, the assumption of perfecting China’s SASAS has been presented.The assumption about how to consummate the SASAS in China in this paper mainly stays on the system framework level, the operation of which has plenty of limitations, and has many resistance to be overcome. This thesis just start the discussion, and would like provide a reference for relevant researchers.
