"New Community Movement" In South Korea Being Instructive For The New Village Construction In China

Since China began its opening up and reform, great achievement has been obtained and people's life quality has been much improved in China. But at the same time, the gap between China's rural areas and urban areas is being enlarged and the development of areas is lagged much behind the whole China's economic development. The problem of county areas,peasants and agriculture have turned out to hinder China's socialism modernization construction. With respect to the mentioned 3 problems which are becoming more and more severe, in early 2006, China issued the opinions on promoting socialiam new village construction, which pointed out it's an essentially important historic task to build a new socialism village. Our neighbored county, South Korea also met the difficulties in settling the 3 problems in rural areas' development which had ever been some barriers for its modernization development. To settle the problems, in 1970, South Korea began organizing and introducing the "new community movement" with new rural area's construction and development at core to actively promote agricultural modernization and to heighten peasants' life with improving peasants' living environment as a breakthrough. By. the end of 1990s', agricultural modernization, rural areas' industrialization and its urbanization have almost been realized, the production and living conditions between rural areas and urban areas are almost the same and the development of rural areas and urban areas are not much different from each other. The transformation and the modernization of South Korea's rural areas have thus been promoted. The "new community movement" in South Korea turned out to be a new pattern for developing counties' agriculture and promote rural area' development and it can be learnt in China's new villages' development.From the experiences and failures of the movement on the basis of the analysis of the background, content and progressing of the movement and in light of our actual state conditions, this paper brings forward some suggestions on the investment systems in new villages' construction, the development of agricultural cooperative economic organizations, and the development and use of the labor resources.
