Research On The Evolution Of Railway Freight Village Construction Cooperation Mechanism Under PPP Mode

Railway is the national infrastructure project. In this thesis railway is defined as the railway industry, not limited to the company China Railway and other market-oriented operation. This thesis based on evolutionary game theory analyze the cooperation mechanisms in the public sector and the private sector in the construction of Freight Village from the perspective of group games andadaptation. The premise is the public sector and the private sector have limited rationality. And the government’s behavior is assumed to provide incentives to cooperate and do not take incentives to cooperate, the express companies corporate behavior is assumed to be the active participation and general participation. The establishment of PPP mode evolutionary game model construction yard use replication mechanism of dynamic evolution model.The analysis through simulation study the construction of public-private cooperation in the game situation changes in population patterns.The evolution of the PPP model has important theoretical significance in game theory analysis.The analysis suggest that when the government provide incentives, including tax concessions, credit support, etc., the government additional revenue higher than the cost of express companies extra benefits outweigh the costs. When the two cooperate in the initial state selection ratio is higher than a certain value, they could achieve the positive ESS.When government incentives is higher to costs, and the subsidies enough to be absorbed by express companies, express companies will always be balanced in a policy of active participation and cooperation. When the government does not take incentives, express companies pay less than the cost of additional revenue. The partnership will inevitably move towards inferior or second worst balance.This paper takes Huangcun Parcel base as a case. Based on the status of the package and the stable cooperation in transport with a number of express companies, the findings were analyzed to establish a long-term relationship with express companies.But there still exist imperfections,such as the timeliness and equipment do not match.Based on the construction Freight Village in PPP model established in this paper,specific recommendations are made about the public sector subsidies for the construction yard huangcun.
