The Study Of The Inter-governmental Transfer Payment And Which Influence On The Local Government Financial Behavior

The inter-governmental transfer payment system is a major pillar of the country's financial system and the basic method to adjust the central and local financial relationship in the market economies, involve countries to achieve macroeconomic objectives and basic policies. The existing inter-governmental transfer payment system play a significant role in improving inter-governmental fiscal relations, strengthening the central government macro-control ability, to a certain extent, compensate for the local governmental financial gap. However, with the constant improvement and development of the market economy and gradual setting-up of public financial system, the existing inter-governmental transfer payment gradually exposed some problems in distribution, equal degree and other aspects. This led some local governments have many detrimental to economic and social development of the financial behavior, which are growing inter-governmental fiscal imbalances.This text analyze the status quo of the inter-governmental transfer payment system firstly, further apply the general analysis and game theory to research the existing inter-governmental transfer payment system which influence on the local government financial behavior. On this basis, it proposed to norm inter-governmental transfer payment system, improve local government financial behavior policy recommendations. Finally, by the Dingxi of Gansu Province as an example, this text states the specific application of the analysis.
