Study On The Influence Of Transfer Payment On The Local Financial Gap Of Yunnan Province

Government work report in 2018 put forward to speed up the government's own construction,deepening transformation of government function,and the transfer payment as an important means of government to realize functions,deserve better improve and development.Transfer payment system still exists in reality it is a problem,from between the central and provincial government transfer payment system has been gradually perfect,but for the transfer payment system under provincial level still needs to be improved.Under the new situation,it is a serious challenge to improve the transfer payment system.,therefore,to study the effect of transfer payment at the county level financial gap in yunnan province,and then study between different financial gap of the county's the difference between a public goods supply has important theory value and practical significance,for perfecting the transfer payment system under provincial level provide certain ideas and direction.The research content of this paper can be divided into five parts.The first part introduces the research background and significance of this paper,the current research status,research contents and methods,and points out the innovation points and shortcomings of this paper.The second part mainly introduces the theoretical basis of transfer payment,local financial gap and public goods,mainly to provide theoretical support for the thesis.Third part from the practical perspective,the influence of the deep analysis on the transfer payment of each county in yunnan province and based on the present situation of financial revenue and expenditure,it is concluded that the transfer payment between each county of yunnan province,and there is a big difference on the supply of public goods,show that the transfer payment system in yunnan province the following problems such as the unreasonable distribution of transfer payments,and from two aspects of fiscal expenditure and fiscal revenue,for the objective evaluation on the public goods supply situation of the county.The fourth part from the empirical point of view,first of all the "four steps method" is adopted to transfer payment will affect local financial gap,it is concluded that transfers will aggravate the county financial gap between conclusions,on this basis,by using themeasuring method of ridge regression to the gap and the relationship between the transfer payment is analyzed,further confirmed that the transfer payment will indeed increase the county financial gap between the conclusion.On the results of the above analysis further using measurement methods of transfer payments and study the relationship between the public goods supply,the results showed that different financial gap between regions there is different between public goods supply,financial gap in supply of public goods in the smaller regions more than financial gap big area in supply of public goods.The fifth part is conclusion and suggestion part,combined with the analysis of the above research conclusion,and from how to improve the transfer payment system under provincial governments,two aspects of how to narrow the gap between local financial resources put forward the corresponding countermeasures and Suggestions.
