Public project is regarded as the foundation of continual development of economy, environment protection, and improvement of people's level of life. Nowadays various governments and scientists are attaching much importance to it. But it resulted in severe scarcity of the investment of Public project that our government has caught out the system of planned economy chronically and the unenlightened reality has restricted economical development. With the development of market economy and the upgrade of economic reform, material products are ample and the supply of most of material products is balanceable with or exceeds its demands while the supply of Public project is less than its demands which is forming the bottleneck of economic increase and become the problem of governments in developing economy. The reason why this peculiar situation appeared is that Public project has been considered as an exclusive investment filed of government because of its biggish external benefits and its speciality of natural monopolization. It would result in just emphasizing payout and neglecting output in governmental finance and low efficiency of Public project in financial investment that investment depended on finance excessively, investment channel was simplex, people understood Products distribution theory unilaterally, the analyses of finance focused on social products and surplus products distribution, and people neglected financial activities.
