Study On Mode Of China’s Highway Project Investment And Financing On The Basis Of PPP

Transportation industry is one of the important industries to drive economic growth in China.In 2016,the Transportation Statistical Bulletin showed that country’s investment in fixed assets of the field of transportation had pulled the GDP growth about 270 million yuan,provided about 34.6 million jobs,at the same time,the other related industries had been pulled appreciably.According to the 2016 National Transportation Industry Statistical Bulletin,the mileage of country’s highway has reached 131000 kilometers.However,from the 2015 Toll Road Statistical Bulletin released by the Ministry of Transportation,it showed that the highway debt balance is 415 million yuan,which accounts for 93.2% of the national toll-road debt balance.Therefore,solving the problem of the investment and financing of highway construction is the key to promote the steady and rapid development of highway industry.Therefore,our country,since 2014,has pushed forward the capital cooperation model,that is PPP model,between the government and society to solve the problem of fund shortage on national infrastructure construction.Based on the investment and financing policy in China,this paper makes an attempt to construct an applicable PPP application model for highway in pursue of successful application of PPP model in our country’s highway industry.This paper reviews the reform course of investment and financing on the country’s highway by data collection method,and divides the investment and financing model into traditional type and modern type in chronological order by comparative analysis method,and explains further.Through the comparison of different investment and financing models,this paper eventually finds that the PPP model is applicable for the construction of highway investment and financing in our country.Further,this paper also uses the method of survey research to analyze the main defects of the present PPP model in the application of our country’s highway investment and financing,and finally finds that the operating mechanism,income distribution,risk identification,evaluation of economic benefit and government regulation,these five aspects are the main factors influencing the period of PPP project.With the five aspects as the core in this paper,operations research,game theory,algebra andfunction as the technical foundation for research,management,sociology,economics as the theoretical basis,this paper carries out a detailed analysis in terms of the above five aspects respectively and finally forms a systematic model based on the PPP model of highway investment and financing.
