Japanese Comprehensive National Land Development After The World War Ⅱ

Presently, our country is carrying out the policy that Western Exploitation andDevelopment of the Northeast Old Industry Base. The essence is to sole the problem that theunbalance of economic development in different regions. Regional developing unbalance ofeconomy is not unique economic phenomenon in China. Dated back to human history, everycountry and region in the world has regional developing unbalance of economy on differentdegree. Therefore, how to put the undeveloped regions' economy forward is one of the goalsfor most countries' governments want to achieve. From the mid of 20th century, on the base ofrealizing industrialization, many western countries all establish and implement the plan toadvance the economic development in behindhand regions. Among them, after WWII, it wasspecial that Japan's integrative exploitation of country field. Through more than half acentury's effort, Japan has completed the task to exploit the country field. So Japan hascollected rich experience in many aspects, such as the rule of laws for country fieldexploitation, establishing integrated exploitation layout system, establishing the idea ofcountry field axes, enactment the integrated exploitation procedure, building the integratedhigh speed traffic system and the particular measures to shorten the regional differences. Atthe same time, in the course of country field exploitation, Japan also got some profoundlessons, such as laid particular stress on exploiting the industries near to the sea, Tokyo is thefirst class concentrative, population was too dense or too sparse, pollution, social effects ofpollution and so on. So I think to study Japanese experience of country field exploitationfurther is not only inspiring to China's Western Exploitation and the development of theNortheast Old Industry Base, but also provides some theories for our future continuous,healthy and balance economic development. Integrated exploitation of Country field is animportant measure for the country to shrink the regional differences, to realize balancedincrease.However the regret is, till now, there is few result of research. In Japan, though there aremore data about the country field policy and exploitation layout issued by the government,law and rules, but Japanese scholars have few results of research on Japanese country fieldexploitation, especially on the theory of exploitation. To some degree, Japan still doesn't formits own country field exploitation theory system. Although Japanese scholars have studieddeeper, most of them paid their attention to a particular small region for one case study,lacking macroscopically grasp and systematic study on the whole Japan's country fieldexploitation. While in our country, though there is special theoretical study and practice onadministering and exploiting country field, presently, from the angle of how to manageeconomy macroscopically, our country still in dark in the following aspects: solving theregional economic differences, layout of industry space, development of remote areas,distribution of population, preservation of environment, building public facilities. We stilldon't form a complete theoretical system.According to the theory of regional economics and developing economics, this thesisadopts the study method which combining history and theory, theory and demonstration,analysis of literature and statistics, element analysis and integrated analysis of regions. Itmainly introduces and analyzes those 5 Japanese country field integrated exploitation plans,the policy and the course of practicing. It makes an evaluation on the course of Japanesecountry field integrated exploitation after WWII and systematically generalizes thecharacteristics of Japanese country field integrated exploitation. On the base of it, I dividesthe course of Japanese country field integrated exploitation into 4 periods, namely, the initialstage if resource and agriculture (1945-1955), the developing stage of industry (1955-1977),the stage of exploiting technology (after the developing stage of industry1977-1987), humancentered period (1987-now), and analyzes the characteristics of each period. I try to theorizeand systematize the Japanese country field integrated exploitation. According to the aboveanalyzing, I concludes that China now in the stage of industry development. I propose theparticular measures China should adopt in country field exploitation in the future and I putforward some problems we should pay attention to, providing theory and experience toChina's country field exploitation.
