Analysis Of Social Security System Of Our Country In The Financial Visual Field

From decision of the Third Plenary Session of the 16th Party Central Committee to tenNational People's Congress two meeting modification of constitution , the social securitysystem is increased to quite outstanding position , which is because some important changesbased on that the social contradiction of our country takes place. These contradictions aremainly shown as the out-of-balance gap between rich and poor that lead to the fact of incomedistribution magnified, the rural worker receives many kinds of discrimination in the city etc.The rights and interests of disadvantaged groups such as laid-off worker , population belowthe poverty line and rural worker etc, have received greater damage in reality, though they payhigher cost than other social stratum for reform and development , but has not enjoyed theachievement brought in reform and development . Facing these questions, in order tomaintains the social system well the foundation, needs to consummate our country existingsocial security system. The perfect social security system is advantageous to maintain socialstability, is advantageous to adjust social justice. It is essential to deepen the economicrestructuring and to perfect socialist market economy system objective . The social securitysystem is helped with a kind of system of the basic life of the guarantee as offering thematerial to the whole society member, it is a kind of public product, it was not exclusiveness,competitiveness and not cutting apart that had public products to have, these essentialcharacteristics have offered basis for getting involved in the field of social security in thegovernment. And the finance is playing an irreplaceable role in the construction of the socialsecurity system as a kind of economic behaviour of the government. Meanwhile, the socialsecurity system, as a macroscopical economic system, is a huge system, concern all people'svital interests, need finance to fulfil the corresponding macroscopical management functionand carry on the financial resources of the reform, play the financial role in social security tobe the key to improve social security system of our country correctly. Under public financialsystem frame , optimize the structure of expenditure , the support of strengthening financefinancial resources in social security will be the important content of constructing harmonioussociety .This text regards Marxist dialectical materialism and view and method of the historicalmaterialism as the guidelines, combines the research results of the international , domesticsocial security theory and practical experience, draws lessons from the western economictheory analytical method and thinking . On the basis of analyzing the social security systemcurrent situation of our country, existing problem and forming the reason, passing the analysisof several typical and national social security systems in the world, obtain worth place whichis benefit for our country social security system, and put forward the measure and suggestionof reforming our social security system, such as adapting to tax distribution system financesystem and setting up social security system hierarchical responsibility system, and playingthe role of direction of the financial policy correctly.
