Obviously, our country as a big farming country with a population of 1.3 billion has 60% country dwellers that should and must enjoy this social security right. With the gradual deepness of modernization, the establishment and perfect of socialist market economy system, the development of country industrialization, aged tendency of population, as well as small tendency of family structure all decide the traditional country security pattern must be changed, and a new country social security system which is comply with productivity and economic structure must be established.
