The Decision on Issues Regarding the Improvement of the Socialist Market Economic System , passed through in the Third Plenary Session of the 16th Central Committee of the CPC, defines the need of improving the socialist market economic system in five aspects, namely,coordinating the development of urban and rural areas, the development of different regions ,the development of economy and society, the harmonious development of man and nature, and domestic development and opening up to the outside world."Five Planning Arrangements"embody comprehensive, harmonious and sustainable scientific development view, from which we can see the coordination of regional development play an important role in setting up a harmonious society. However, the disparity of regional development in China is still serious. There are many causes for this phenomenon and one important cause of those is unjust institutional design and arrangement. Namely, the unjust institutional arrangements of China artificially widen the gap of East China, Midland China and West China, which is usually ignored by us.Justice is eternal aims of human society and also primary value of social institute. The constant changes of the institute are in the pursuit of justice and fairness. This paper is to analyze the disparity of regional development caused by the unjust institutional arrangement in China before and after the execution of reform and opening up, and also in an attempt to find fair institutional design that can narrow regional gap.The basic theories of this paper included economics, ethics, institutional economics, and the science of administration. With the use of the method of data analysis, this paper comprehensively and deeply discussed the disparity of regional development in China, combining with the author's own study and practice, which consists of three parts.The first part mainly discussed the development of the theory of the economic...
