The Role Of The Chinese Government On The Establishment Of The Social Credit System

Socialist Market Economy is also the Credit Economy. As for a country, only when its social credit system is perfect, can it guarantee the development of the market economy by taking the credit transaction as the main market transaction method. Since the market economy of China has been developing for several decades along with high speed, it is time to establish the better social credit system. However, the social credit system is an item of huge system engineering, which not only involves the credit laws and regulations, and related credit data gathering, but also involves the credit management education and research as well as the social credit morals. In addition, the social credit system not only involves the enterprise credit, but also involves individual credit. Meanwhile, the social credit system not only involves the government supervision and management to the credit industry, but also involves the government's own credit. During the establishment of the social credit system, the Chinese government is going to play the vital role regardless of the roles of individuals, enterprises, and the credit management industry. Especially during the initial period of the establishment of the social credit system, the Chinese government is more important.This article is divided into six parts to elaborate the roles of the Chinese government during the establishment of the social credit system. Chapter One addresses the research goal and the significance of this thesis firstly. Then, the conceptions of the credit and the credit system are introduced. Till now, there are many kinds of expressions about the credit system. However, the author believes that the social credit system should include the social credit environments, the social credit main bodies and the social credit management industry based on the literature review. After that, the literature related to the functions of the Chinese government on the establishment of the social credit system is summarized generally. In light of the literature review, the author considers that the Chinese government should play different roles on different aspects of the social credit system. On some aspects of the social credit system, the Chinese government should play the leading role. On other aspects, the government should play the impetus role.Chapter Two mainly focuses on the theoretical analysis on the necessity of the Chinese government participation in the establishment of the social credit environment.
