Chinese Premier Li Keqiang chaired a State Council executive meeting in January 15 th, 2014, deploying accelerate the construction of the social credit system, and build economic and social environment of honesty and trustworthiness. This meeting approved in principle the “Social Credit System Construction Plan(2014-2010)”.The State Council issued the notice about printing and distributing “Social Credit System Construction Plan(2014-2020)” in June 14, 2014, noting that the social credit system was an important component of the socialist market economic system and social system of governance. The social credit system is based on laws,regulations, standards and contractual basis, and it takes the improvement of credit records of social members and credit infrastructure network’s coverage as a support.Meanwhile, establishing the cultural philosophy of integrity and carrying forward the traditional virtues of integrity are inherent requirements for the social credit system.Finally, the trustworthy incentives and the obligation are working as the reward and punishment mechanism. in conclusion, it aims to improve the level of awareness of good faith and credit level of the whole society. The outline also proposed the construction of the social credit system can hardly do without strengthening the construction of government integrity, business integrity, social integrity and judicial public confidence. The public awareness of integrity will increase in general until2010, the credit environment for economic and social development will be enhanced,with a significant improvement of the economic and social order.For this, the Development and Reform Commission in Shandong Province released the announcement about “Social Credit System Construction Plan in Shandong Province(2015- 2020)” for public comment. The announcement pointed that through the construction of social credit system in Shandong Province, we shouldpay attention to implement the spirit of “Social Credit System Construction Plan(2014-2020)”, Party’s 18 th, as well as 3rd and 4th plenary session. The principal includes government promotion, social construction, perfecting legal system, standard development, overall planning, step by step, major breakthrough and emphasis on application. Thus the province’s social credit regulations and standard system will be basically completed in 2020; meanwhile, the interconnected public credit information sharing system will be formatted initially, the mutual inquiries of credit information within Bohai Sea, Yangtze River Delta, Pearl River Delta and other developed areas will come true. Furthermore, the credit monitoring mechanism, trustworthy incentives and punishment mechanism play an important role, and we can build a relatively complete market system of credit services; the credit environment for economic and social development will have a significant improvement, market and social satisfaction greatly improved at the same time.In recent years, with the rapid development of the Internet, particularly with the wide utilize of social networks, shopping sites, networking,, cloud computing and wireless sensor, the amount of global data explodes, thus human society entering into the "big data" era. Big Data coming era will inevitably have an impact on the credit industry. Therefore, it is necessary to deeply implement the announcement of State Council about “Social Credit System Construction Plan(2014-2020)”. Moreover, we should combine the credit system construction with the big data era, taking full advantages that big data bring, in order to our make social credit system more perfect.The dissertation will be based on the key point about social credit system,focusing on the construction of credit index system. By screening the index systems,the fuzzy evaluation method sort the social credit status of 17 cities in Shandong Province with the help if AHP method. Finally, the key factors influencing in the social credit system are obtained. We also presented reasonable analysis to the Social Credit system construction, and make feasible recommendations on the issue.
