During the recent years, with the emerging of the information globe, the information industry has gotten a quick development, and the post industry as one of the important basis of the information industry is facing a great development opportunity. The delivery of the correspondence is the main aim of the post industry set up by the country and the fundamental task granted to the post department. The correspondence business delivers the written letters, the file materials and books for the users, and becomes the indispensable communication means of the social economy and life. The post in every country of the world, no matter the national administrative department or the enterprise, all takes the correspondence business as the main business of the post. Though at the present the fast development and the quick widespread of the telecommunication and the internet has made a great impact on the postal correspondence business, the part of which has been substituted by other communication means and the development of which is facing a great challenge, the demand of the information from the society is diversified and all-directional, and the varied transmission means of the information can not substitute mutually and completely. For example: the sorts of contracts, certificates, leaflets and admission notices all need to use the posting means; the development of the fixed telephone, moving telephone, finance, securities and insurance industry are pregnant with a broad market of the bill and correspondence for the post; especially after the entrance of our country into the WTO, the correspondence business has been taking on a fast development situation because of the addition of the large amounts of international trades. At the time of meeting the great challenge, the correspondence is also meeting the greatest opportunity. So, how to guarantee and improve the service quality of our country's correspondence business becomes the problem for us to meet and solve. This thesis, according to the present situations of the Chinese post industry and the specific national conditions, puts forward the theory of establishing the assurance system of the service quality about the correspondence business in our country.
