A fundamental problem puzzled human being through the thousands of years is what is human. Philosophers at all times and in all over the world have made a lot of replies. A very profound and enlightened theory is that human is a kind of culture life-form. Maybe this theory can explain the riddle of Sphinx from the philosophical point of view, to really make out human being, their development and the essential of the under-development regions exploitation. We analyze the exploitation of the West Region just from this point of view in this thesis. From the view of philosophy, the exploitation is a course the western people pursues the emancipation and freeness, is an exploitation of the western people. Human is a kind of culture life-form. Furthermore, the western people are a group of culture life-form with unique character. So, the essence of the exploitation is the exploitation of the western people. That means the exploitation possesses a culture lingering charm and connotation. This paper is formed by three parts:Part one: The mistakes and their causes in the exploitation of the West Region. This part is to analyze the actuality and its cause. The exploitation has been carried out six years. Its effect is obvious to all. But the problem it faces also can not be slighted. There are two mistakes. One is notional, the other is practical.
