In the late twentieth centry, distinct development of American economic astonishes the world, so a large of researchers all over the world begin working on the cause. The phenomenon of American fast economic development is regarded as NEW ECONOMY. New Economy is based on High-Tech and Informatization, and at the same time New Economic Industry springs up.Abundant researches demonstrate that New Economy has three distinct characters, industrial specialization and agglomeration, industrial cluster, and incremental human capital and informatization level and evolution of economic structure. This paper has brought forward and examined the Geo-computing models of those three aspects.In the model research of this paper, the models of regional specialization are composed of locational quotient model, probability distribution and ergodic probabilities model, transition matrix and Shorrocks model. And locational quotient model demonstrates the degree of division of work and regional specialization, and probability distribution and ergodic probabilities model demonstrates the evolution progress and the developing trend of New Economic Industry, while Shorrocks model further demonstrates stability of it. Many researchers have studied industrial cluster, but rarely applying Agent-Based Modeling. This paper applies ABM to the research of New Economic Industrial Cluster in order to model its developmental progress. Meanwhile in the condition of new economy, the level of human capital and informatization and economic structure in one region may change, so this paper uses improved Cobb-Douglas Model to discuss it.All models of the three aspects above, this paper takes China for example, establishes models over the three aspects and builds model library. Then using ACCESS data library, based on the developing flat of Delphi, integrating the component technology of MapObjects, this paper develops a software flat for analyzing geographically new economic phenomenon and achieves the functions of computing, analyzing, modeling, querying, displaying, etc. on geographical spatial data.Taking China as an applied example, our research results are as follow: 1) Chinese New Economic Industry take on a developing state of regional agglomeration and specialization. This developing state will remain a period of time in the future, and the level of specialization will be further strengthened, and regional development shows imbalance. But the high value index of Shorrocks indicates greater mobility of Chinese New Economic Industry, in other words, there is a great changing speed. 2) Applying ABM into China, we find Chinese New Economic Industry is clustering toward the regions where initial resource is plenty or the initial technological level is high.
