Study On Sea Reclamation Management Method Based On Marine Resource Value

As the population density increases and marine industry develops, thecontradiction between human and lands is more and more serious in China’s coastalregion. Sea reclamation is one of important ways to make use of marine resources, aswell as efficient method to gain land resource, support marine industry development,and push urbanization in coastal region. However, with the opportunity it offered, seareclamation also induces destruction in coastal environment and devaluation ofmarine ecosystem function. At present, our sea reclamation management system is notmature, and it fails to resolve the externalities in sea reclamation. In order tomaximum the utility of sea reclamation and guarantee the sustainable use of marineresources, the management method of sea reclamation has to be improved.The paid use of sea area system and marine ecological compensation are botheffective measures to internalize the externalities of sea reclamation, so the cost of seaarea utilization is enhanced and the allocation of marine resources is optimized; fromthe angle of management, marine ecological compensation is a supplement to the paiduse of sea area system, only when the two systems work together, the value of marineresources can be embodied completely, and the effects of sea reclamation can beimproved. Therefore, this paper aims the angle of marine resource valuation, andconducts an analysis of both measures. After studying the content of marine resourcesin sea reclamation and the method of assessing them, it suggests that the charge forsea area utilization should base on the value of marine space resource, and the marineecological compensation should base on the loss of marine ecological system.Firstly, the paper combs theory of public goods, externality theory and marineresource valuation theory, which offer theoretical foundation to solve the externalityproblems. According to economic theory, internalization is the core to solve externality problems and realize sustainable development, and marine resourcesvaluation is the key of internalization.Secondly, the next part introduces the situation of sea reclamation in our countrybriefly, including the history of sea reclamation, the drive of sea reclamation and theexternalities conducted by sea reclamation, like the recession of marine resources andwaste of marine resource.The third part summarizes current sea reclamation management system in ourcountry, including marine functional zoning system, the ownership managementsystem, paid use of marine area system, environmental impact assessment systemandmarine area using demonstration system. Since our sea reclamation managementsystem is not mature yet, the execution in reality is not satisfied and it could not meetthe demand of reality.The fourth part studies the content of marine resources in sea reclamation and themethod of assessing them, and points that the charge for sea area utilization shouldbase on the value of marine space resource, then the marine ecological compensationshould base on the loss of marine ecological system.Based on the analysis in the last part, the fifth part pays more attention to buildthe management system of paid use of sea area and marine ecological compensation,and points out the keys in management system improvement. The paper points outthat the two systems should work simultaneously to reflect the value of marineresource, so the externalities of sea reclamation can be internalized and marineresource allocation can be optimized.
