A Study On Methodology Of Reclamation Management Based On Area Control

Rapid area expansion of reclamation through out nationalwide bas become one of main problems in sea area management in China. Aimed at establishing methodology for reclamation management based on area controlling, this paper reviwed reclamtion management situation and its research progress in international firstly,based on this, a system methodology of reclamation management based on area control was established, which include evaluation methodology of recmlamtion suitability, management methodology of reclamation planning and management methodology of reclamation plan.The evaluation methodology of recmlamtion suitability was eastablshed by chose assessment indices and consructed assessment indices sysestem firstly, then the assessment model was created, indices quantitation and indices weight were constrocted. And the suitability grades of reclamation was defined and its defined motheds was gove followly. Based on this, a case of reclamation suitability evaluation in Liaoning coastal line was applied to test the mehtodology established above. The application of the case shows the evaluation methodology of reclamation suitability, which considered natural environemt of coastal zone, ecological process of coastal zone, exploition of coastal zone, disaster of coastal zone and regional socio-economic factor is a perfect methodology with conprehensive indecs, and weight determined by AHP reduced subjective addationally, and suitability grades of reclamation are feasible. This evaulation methodology of reclamation suitability is an important conference for exploitation, protection and management of coastal zone and near sea field.Management methodology of reclamation planning gove out the planning management objectives, tasks and basic principles to be followed firstly. Then the paper established reclamation planning management system cored by basic function coastal segiment, which include dividing of basic function coastal segiment and technology construction of basic function coastal zone based on fuzzy evaluation and GIS platform. Liaoning coastal zone was chose as an application case to test reclamation planning management system. The test result show the reclamation planning map is consistant with marine function divided zone. And length of coastal segiment is reasonable. Which could meet requirement of coastal zone exploring and protection in Liaoning region in planning period, and reduced the waste of coastal resources and effective utilization of shoreline.Management methodology of reclamation plan management bollowed annual land plan management system, analysiss the construction land control measurement and fixed asset investment control measurement. Some methods for reclamation plan make were established, such as land use coefficient, influencing factor analysis, average weighted movement and plan target calculation. Aimed for reclamation plan target making, six determined factors were selected from thirteen reclamation relative factors by corelation analysis method. And weight of six determined factors was quantified by principal component analysis, and prediction model was established based on these. The annual reclamation requirement of next decade for coastal provinces was predicted by the eastablished model. The result show the methodology of reclamation plan management system is a scientic basis and management reference for annual reclamation plan make and reclamation targets decomposition. This paper's innovation points are as follows:(1)It establishes appraisal target system to divid basic function coastal, combining with Fuzzy synthesis and GIS to build technology system to divid basic function coastal:(2) It establishes the method for reclamation program management indicators by reclamation demand model, Which provide the technological basis of reclamation program management implementation; (3) It establishes the total amount control system on reclamation by building the coastal reclamation suitability assessment method, reclamation planning management and program management system.
