Taking Xiangshan as an example, this paper presents the method of the sea level division,and the calculation method of sample point and area piece price benchmark price, level of the benchmark price, and puts forward new ideas for assessment of sea the benchmark price of multipurpose usage seawater in china.To summarize, this paper leads to the following conclusions:(1) The criteria price of multipurpose usage seawater has two types——area benchmark price and level benchmark price. And area benchmark price is used more in practice.(2) The reference price of multipurpose usage seawater area is based on the quality evaluation. It would be appropriate to adopt arithmetic average approach or the regional comparison method in case of evaluating the area benchmark price. And multipurpose usage seawater area level benchmark price should adopt the area weighting approach to evaluate the value.(3) The selection of evaluation factors should be combined with the actual situation in the area that be assessed.
