As a new way of optimal allocation of land resources, Construction Land Saving and Intensive Use is to pay more attention to mining potential of land, avoiding the waste and extensive use of the land. To begin the evaluation work of construction land saving and intensive use is an important fundamental work. However, in the current research field, Most of the evaluation work is still time-consuming and easy to go wrong by using manual calculation, especially in the face of a large number of indicators and calculation models calculated and adjusted repeatedly; And the manifestation of evaluation results is single and spatial visualization is poor; In addition, versatility and universality is not strong, and the function of GIS spatial analyst is weak. Therefore, it is of great significance to design and develop a set of evaluation system which can meet the practical requirements of Construction Land Saving and Intensive Use. Lanzhou City, the second largest and important city in the northwest of China, with the acceleration of industrialization and the improvement of the level of urbanization, as well as its special valley terrain, rapid land expansion led to land use tension, contradiction between supply and demand is very prominent. So, it is typical and representative to take Lanzhou City as an example to develop Construction Land Saving and Intensive Using Evaluation System.This paper carries out the evaluation according to the national evaluation standards, completing the design and development of system by introducing GIS, database, and other related computer technology, initially realizing the streamline, intelligence, visualization of evaluation. The main contents and results are as follows in this paper:(1) Construction Land Saving and Intensive Using Evaluation System is designed and developed. The system is designed based on software engineering theory, according to the process of requirements analysis, architecture design, module design, database design. It uses object-oriented programming language C# to develop based on.NET Framework, Visual Studio 2008 as development platform, ArcEngine 9.3 as COMGIS platform, Geodatabase as the spatial data structure model, relational database SQL Server storing non-spatial data.(2) The system developed has the basic function of the construction land saving and intensive use evaluation. The system consists of GIS module, regional evaluation module, functional evaluation module, potential calculation module and result management module by the combination of GIS and MIS.(3) The system is designed according to the national standards together with the actual work. The generality and universality is strong. It can be applied to other cities evaluation work. The system has friendly interface and convenient operation, with good scalability.Anyhow, the practice shows that the function of system is practical and basically covers the core business of the evaluation, it can greatly improve work efficiency, and provide a more reliable evaluation results. Certainly, due to the difficulty of the development of the system and other reasons, there is deficiency in the system. For example, in the aspects of model integration, spatial analysis and potential evaluation, we will further improve in the future research.
